My poor german shepherd has hip dysplasia?

My little boy (who is now 9 months old) was diagnosed with hip dysplasia at the start of the year and I still dont know what route to take. I have looked into hydrotherapy which looks good but wont cure him it will just stop him getting worse. He takes gluclosamine tablets once a day and eats food recomended for joints. We were told he could have an operation (triple pelvic osteotomy) however this will cost us about £4000 and he is only insured for £2000 a year. If we need to find the extra money we will.

I dont know exactly how bad his hips are as he isnt a year so cant have his hip score done yet but he was taken to an expert to see if he could be a working security dog and was told there was no way he would be able to work so i assume he is quite bad. And the vets can tell he has hip dysplasia by the way he walks.

Can anyone tell me if they used either of these methods…or another and how successful they were?
